I beg to ask the Prime Minister whether, except in matters of defence, the Press may be furnished every day with a report of the proceedings and debates of the present Conference, in order that the people of the Empire may know what is going on from day to day.

It is entirely for the Conference itself to decide how far it will give publicity to its proceedings; and the existing arrangement of issuing oh each day of meeting a brief statement of what has passed was settled by it at the outset. The question as to complete publication of proceedings will be considered later.

May I ask if the Colonial Premiers abject to the debates on Preferential Imperial Trade being reported fully, and, if not, what did Lord Elgin mean by saying—
