I beg to ask the Secretary to the Treasury on what date it was decided to exclude from the Vote on Account the proportion of the sum of £100,000 to be voted as special provision for now schools.

No special decision was necessary, as it would be contrary to the rules governing Votes on Account to include therein any provision for a new service.
