COTTONI beg to ask the Postmaster-General whether a new postal contract with the Peninsular and Oriental Steam Navigation Company is under consideration; and, if so, whether an accelerated despatch can be arranged for under which the Indian mail will ordinarily arrive in London not later than Friday morning.
