To ask the President of the Board of Trade will he consider the advisability of issuing instructions that when a seaman has agreed to allot, by means of an allotment note, a portion of his wages in favour of a near relative or of a savings bank, and when the seaman has completed his voyage and the remaining portion of his wages is due, that an allotment shall be made in proportion to the amount of wages due for each completed week when, less than a month's wages are due.

(Answered by Mr. Lloyd-George.) Payments under allotment notes to seamen are regulated by the provisions of the Merchant Shipping Acts, † and especially by the Act of last session, ‡ and the Board of Trade have no power to issue instructions to the effect suggested by my honourable friend.
