I beg to ask the President of the Board of Trade if it is his intention to deal with the Merchant Shipping (Tonnage Deduction for Propelling Power) Bill as if it were a Private Bill, necessitating appearance by counsel and agents of those; opposed to the measure; and if he is aware that this will entail great expense on the opponents of the Bill.

The matter to which my hon. friend refers is having my careful consideration in all its bearings, and I have asked gentlemen representative of the interests concerned to confer with me with regard to it. At the moment I am not in a position to make any definite statement as to the procedure I shall recommend to the House.
