I beg to ask the Secretary to the Admiralty with reference to the Report of the Departmental Committee on Engineer and Marine Officers which the Board are now considering, whether he will undertake that no changes of an extensive character will be made on the lines of that Report without opportunity being given for discussing them in this House.

Until the Report has been fully and finally considered it would be unusual and premature to make any statement as to any action on the part of the Admiralty.
