§ SIR W. J. COLLINS (St. Pancras, W.)To ask the Secretary of State for India whether he is aware that, under cap. 6 of 21 and 22 Victoria, the officers of the East India Company's service were guaranteed pay, pension, allowances, privileges, and advantages as regards promotion as if they had continued in the service of the Company, and that such transferred officers were granted promotion accordingly from 1858 to 1891; and will he explain why since 1891 such promotion has been stopped.
