MR. FIELD

To ask the President of the board of Trade whether he is aware that dissatisfaction has arisen amongst traders on account of the delay and expense attending an appeal to the Railway Commissioners; and whether he will consider the advisability of establishing a cheaper and more expeditious tribunal in connection with the Railway Department of the board of Trade.
