SIR WILLIAM BULL (Hammersmith)

To ask the Secretary of State for War whether he is aware that the accounts of several builders and contractors for works completed for the War Department, prior to the appointment of the Director of Barrack Construction in March 1905, still remain unpaid; whether until the appointment of that official, such delays were unknown; and will steps be taken to expedite payment to the builders.

(Answered by Mr. Secretary Haldane.) A few delays have occurred from time to time in the payment of such bills, but only when disputes have arisen on technical points of construction work or when legal questions have arisen in connection with the contracts.
