§ MR. D. A. THOMAS (Merthyr Tydvil)I beg to ask the President of the Board of Trade if he is yet in a position to give the reference to and personnel of the proposed Royal Commission on Shipping Freights; and whether 1243 his attention has been called to the fact that the names of several of the proposed Commissioners have already appeared in the public Press; and whether it is in accordance with practice for such names to be communicated to the Press until His Majesty's approval has been given to their appointment.
§ MR. LLOYD-GEORGEThe terms of reference and the personnel of the Commission were published to-day. I have seen a newspaper paragraph containing the names of four or five out of the twenty-one Members of the Commission which appeared last week. Such unauthorised disclosure is not in accordance with the practice and is to be regretted.
