I beg to ask the President of the Board of Trade if he is yet in a position to give the reference to and personnel of the proposed Royal Commission on Shipping Freights; and whether his attention has been called to the fact that the names of several of the proposed Commissioners have already appeared in the public Press; and whether it is in accordance with practice for such names to be communicated to the Press until His Majesty's approval has been given to their appointment.

The terms of reference and the personnel of the Commission were published to-day. I have seen a newspaper paragraph containing the names of four or five out of the twenty-one Members of the Commission which appeared last week. Such unauthorised disclosure is not in accordance with the practice and is to be regretted.
