I beg to ask the Secretary to the Admiralty whether he can now state whether the expression "serving afloat" used in the recent Admiralty Memorandum is to be understood in the ordinary sense of the word, as meaning men serving afloat in ships at sea or is intended to include men serving on ships at anchor in the naval ports and in the dockyard basins.
