I beg to ask the Under-Secretary of State for the Colonies if Ordinance 36 of 1903 renders the Orange River Colony liable to pay £5,000,000 towards our war debt; and, if so, whether this obligation will stand part of the proposed constitution for the Orange River Colony.

The Answer to the first Question is in the affirmative. His Majesty's Government are not prepared to disclose piecemeal their policy in regard to the Orange River Colony Constitution, shortly to be announced to Parliament.
