I beg to ask the Under-Secretary of State for the Colonies whether it is intended to recall Lord Selborne from South Africa in consequence of his failing to keep the Government informed as to the social and moral condition of the coolies employed in the Chinese compounds.

No, Sir. Lord Selborne has in no way failed in his duty and, as already stated by the Secretary of State, there is no divergence in the standard of duty between His Majesty's Government and the High Commissioner, i.e., to stamp out the evil whenever and wherever it is found.
