I beg to ask the Prime Minister, whether he has seen the Report of Mr. P. Heyes, Commissioner of Taxes for New Zealand in which he states that the effect of basing rates on the unimproved land value has been greatly to stimulate the building trade in that Colony by forcing land to be put to the best use; and whether, in view of the depressed state of the building trade in this country, he will introduce legislation here on similar lines at an early date.

Yes, Sir, the Report has been brought to my notice and I quite appreciate its importance, but all I can say at the moment is that the whole question is being carefully considered by the Government.
