I beg to ask the Under-Secretary of State for the Colonies if his attention has been called to the freight charged by the same steamship owners from Liverpool to Warri, and from Hamburg to Warri, showing a preferential tariff in favour of goods shipped at Hamburg of 6s. 3d. and 12s. 6d. per ton; and, whether, in view of the magnitude of British interests, the probable rapid development by construction of railways authorised, he will take necessary steps to insure equality of treatment and opportunity?

My attention has been called to the matter, and I hope that it will be considered by the Royal Commission on Shipping Conferences.
