I beg to ask the Secretary of State for Foreign Affairs if he can state what progress has been made in the formation of the international police force in the coast towns of Morocco, in view of the continued unrest existing among the native population.

The forming of the regular police force as contemplated by the Act of the Algeciras Conference will not be completed till after the ratification of the Act, which will, I trust, not be long delayed. In the meantime, the question of what measures, if any, may be required for protection against outbreaks of disorder has received the attention of the two Governments who are most concerned with the situation at Tangier.
