To ask the Postmaster-General whether he is aware that Mr. W. J. Tapling, town postman at Birkenhead, has been acting as sorting clerk for long periods during the last four years to the entire satisfaction of his superiors, and yet is denied the opportunity to qualify for the appointment of sorting clerk; and whether he will take steps to remove the grievance complained of.
