Sir J. JAKDINEI beg to ask the Under-Secretary of State for the Colonies whether the oral licence given by Lord Milner to Mr. Evans, superintendent of mines, sanctioning the corporal punishment of Chinese coolies in the gold mines of the Transvaal, had any connection with the prevalence of unnatural crimes.
§ MR. CHURCHILLI have no more reason than the hon. Member to suppose that there was any such connection.
