I beg to ask the Prime Minister if it is the intention of the Government to introduce, at an early date, a Bill to prohibit Peers of the Realm, declared by competent judicial tribunals mentally incapable of managing their own personal affairs, from sitting as Peers of Parliament.

I am disposed to think that the Government have enough on their hands at the present moment and in the immediate future without legislating for the House of Lords in the sense indicated by my hon. friend.
