LYTTELTONI beg to ask the Prime Minister what provision has been made in the new Constitution for safeguarding the interests of the settlers established in the Transvaal under the scheme of land settlement; and what were the recommendations of the Ridge-way Commission with respect to these settlers both in the Transvaal and Orange Colony.

§ now made with respect to any of the recommendations of the Ridgeway Committee.
§ MR. LYTTELTONIs it not the opinion of the first Constitutional lawyers that the Letters Patent will be irrevocable? And, if that is so, will the House have an opportunity of discussing the question of the settlers before the Letters Patent are issued?
§ SIR H. CAMPBELL-BANNERMANThe irrevocability of Letters Patent is a legal question, and I should like to have advice upon it before I answer that Question.
