HARMSWORTH (Worcestershire, Droitwich)I beg to ask the Prime Minister whether he can see his way to promoting such a change in the Rules of Procedure as will enable a Bill that has reached a certain but incomplete stage in one session to be taken up at the same stage in a subsequent session of the same Parliament.
§ SIR H. CAMPBELL-BANNERMANI do not think it will be possible to include this change in any immediate proposals relating to procedure. If the hon. Member has studied the question, as I have no doubt he has, he must be aware that there is a great weight of 1065 argument and authority on either side, and the change could not be effected without much consideration.
