I beg to ask the Under Secretary of State for the Colonies whether the provisional consent of the Newfoundland Govern- merit was obtained in 1890 to the modus vivendi with France respecting the Newfoundland lobster fishery, previous to the Act passed by the Colonial Legislature in May, 1891.

The Act of 1891 did not refer to the modus vivendi of 1890, but to that of 1891, and I have already indicated in reply to the hon. Member's Question of the 5th instant that effect was given by Her late Majesty's Government to the modus vivendi of the former year in the absence of any consent on the part of the Newfoundland Government.
