I beg to ask the Secretary of State for the Home Department whether his attention has been called to the arrest of a person named Zingar, at Manchester, on a charge preferred by the Russian authorities, and whether, in view of the fact that he claimed to be a political refugee, the right hon. Gentleman will see that the protection afforded by our law to such was not violated.

said that he only received the notice as he came into the House, and he had no knowledge of the matter. He would, however, make inquiry.

As the case is before the Court, will the right hon. Gentleman take immediate action?
