MR. HENRY (Shropshire, Wellington)

I beg to ask the Prime Minister if, as the Lord Chancellor has to rely entirely on the Lord-Lieutenants, for the most part Members of the House of Lords, and opposed to the democratic principles held by the majority of this House, he will take into consideration whether the selection of county and borough magistrates could not be vested in a Minister or Ministers, who may be a Member or Members of this House, who would be able to obtain information as to the eligibility and suitability of persons recommended.
