I beg to ask the Postmaster-General what steps he proposes to take to prevent betting by telephone over the telephone systems controlled by the Post Office.

It would not be possible to prevent the use of a telephone system for the purpose of betting, without instituting a general censorship by means of a staff employed in listening to all conversations, who would also have to decide what was and what was not a betting transaction. I am afraid I do not see my way to undertake such a responsibility.
