§ MR. LLOYD-GEORGE (Carnarvon Boroughs)There are a good many legal difficulties in the way of dealing with the matter. The Government have, after careful consideration, decided that they can deal with future applications, and an Amendment of the Merchant Shipping Bill will be placed on the Paper to that effect.
