I beg to ask the Secretary of State for Foreign Affairs whether, in view of the present temper of the Porte, His Majesty's Government will resist the increase of the Turkish tariff till Lord Lansdowne's conditions, involving the administrative control of Macedonia by the Powers, have been accepted.

The question of the administrative control of Macedonia was settled for the present by the institution of the International Financial Commission on conditions which were accepted by His Majesty's late Government, and we do not consider that any other course could have been adopted. The assent of His Majesty's Government and that of the other Powers to the proposed increase of the Turkish tariff will only be given if a satisfactory guarantee can be obtained that the pro-coeds will be applied to making good the deficit in the Macedonian Budget.
