I beg to ask the Under-Secretary of State for the Colonies if his attention has been drawn to a petition of the inhabitants of British Guiana calling attention to the precarious condition of the Colony, and to the refusal of the authorities of the Colony to carry out the recommendations of the West Indian Royal Commission of 1897, and the failure of the Governor to take proper precautions for the good order of the Colony, and to the shouting of strikers by the military on 1st December last; and what action, if any, the Secretary of State for the Colonies proposes to take in these matters.
