TO ask the Secretary of State for Foreign Affairs whether His Majesty's Government will cable to Vice-Consul Armstrong, who is understood to be watching the proceedings in the case of the Rev. Edgar Stannard, at Coquilhatville, in the Congo State, for information as to the facilities, or the lack of them, which prevail in the matter of securing the attendance of native witnesses for the defence at the forthcoming trial of that British subject.
