§ MR. GINNELL (Westmeath, N.)I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland will the Estates Commissioners refuse to advance money to Colonel Smythe, of Gaybrook, Westmeath, in respect of any one part of his property, while on another part, not yet before the Commissioners, an evicted tenant has been obliged, in order to get restored, to borrow money to pay the landlord rent accruing on the farm while vacant, and must ask a grant from the 482 Commissioners in such circumstances that the grant would in effect be made to the landlord.
