To ask the Secretary of State for India in view of the fact that Mr. Pugh, the late Advocate-General of Bengal, has given it as his opinion that the executive order of the Government of Eastern Bengal, prohibiting processions and the singing in public of the national hymn Bande Mataram, or Hail Motherland, to be illegal, will he stats why this opinion has been ignored by the Government.

(Answered by Mr. Secretary Morley.) The matter is entirely one for the Courts to decide; and I understand that a case is now pending that raises this point.
