To ask the Secretary of State for the Home Department whether he will state the number of passive resisters in England during the year 1905; and what was the amount of money involved.

(Answered by Mr. Secretary-Gladstone.) I am not in possession of any information on this point, and do not know of any means by which it could be accurately obtained. There is no legal distinction between a passive resister and an ordinary rate defaulter.
