I beg to ask the Secretary for Scotland whether he is aware † See cols. 577–8. that the election of a school board for the parish of Lochs, Island of Lewis, was recently rendered void through some of the nomination papers not reaching the returning officer by the date specified; and, seeing that this was due to the notice of the election not being posted on the school door sufficiently early, will the returning officer be asked to arrange for the election notices to be posted on the school door in future, early enough to admit of nomination papers sent by post from the Park District reaching Stornoway in time to be valid, especially having regard to the fact that a delay of some days occurs before letters posted in some parts of the Park District reach Stornoway.

The Department is not aware that the recent election failed through any irregularity on the part of the returning officer. A copy of the hon. Member's Question has, however, been sent to the Clerk of the School Board, who is to act again as returning officer at the new election which has been ordered, and the attention of the latter has been specially called to the provisions of the Departmental General Order which relate to the nomination of candidates.
