I beg to ask the First Lord of the Treasury if he can see his way to adopt the recommendation of the Select Committee on National Expenditure in 1903 that a new rule of Supply should ensure that at least one day should be provided for consideration of Reports of the Public Accounts Committee and the Treasury Minutes thereon.

I beg also to ask the First Lord of the Treasury if he can see his way to adopt the recommendation of the Select Committee on National Expenditure in 1903, that an Estimates Committee should be appointed at the beginning of each session to consider in detail a particular part of the Estimates for the current year, such particular part to be chosen for them in the previous year by the Public Accounts Committee.

I have nothing to add to the Answer which I gave to my hon. friend the Member for Clackmannan and Kinross on March 1st.† I then expressed the opinion that a reasonable opportunity should be given for the Report of the Public Accounts Committee being discussed by the House of Commons. I also expressed the opinion—;if my hon. friend will allow me to answer his next Question at the same time—;that the manner in which the financial control of the House of Commons should be exercised was eminently a matter for the Committee of Procedure to consider.
