HC Deb 29 March 1906 vol 154 cc1556-7
MAJOR ANSTRUTHER-GRAY

I beg to ask the First Lord of the Treasury it the South African Committee will be at liberty to recommend a variation of the number of constituencies in the Transvaal, or if, by the terms of their reference, they are bound to act upon the decision that there shall be sixty constituencies precisely.

SIR HENRY CAMPBELL-BANNERMAN

If the hon. Member will turn to paragraph three of the letter of instructions, he will see that the Committee are not bound by any hard and fast lines. The words to which I may call his attention are, "to consider and report on any proposal for the representation of urban or rural districts respectively, other than the division into single-membered electoral divisions." That disposes of the idea that the only basis of investigation is that of the sixty single-membered constituencies.
