I beg to ask the Secretary for Scotland under what statutory or other authorities the Scotch Education Department issued the code of regulations for day schools in 1905, and the draft regulations for the preliminary education, training and certification of teachers for various grades of schools in 1906, the names of titles and dates of such statutes or other authorities.

The authorities desired by the hon. Member are:—An Order in Council of April 10th, 1839, and the following statutes:—19 and 20 Vict., cap. 116; 35 and 36 Vict., cap. 62; 48 and 49 Vict. cap. 61.
