I beg to ask the First Lord of the Treasury if Parliament will be allowed to express its opinion on the scheme to be submitted by the South African Committee, or if the constitution of the new Colonies is to be solely determined by His Majesty's Government.

No scheme will be submitted by the South African Committee. The Constitution of the new Colonies will, of course, be decided upon by the Government; and Parliament will have ample opportunity of expressing its opinion upon it at the proper time.

Will the Committee inquire into the question of automatic redistribution?
