I beg to ask the President of the Local Government Board whether he intends to seek powers by legislation, or otherwise, to apply the conditions of inspection for model lodging houses to premises where shop assistants are compelled to sleep in under the living-in system.

I presume that my hon. friend desires that the provisions enabling by-laws to be made for the inspection of houses let in lodgings or occupied by members of more than one family should be expressly made applicable to premises of the kind to which he refers. I will take note of his suggestion, so that it may be considered when a suitable opportunity presents itself for legislation on the subject. I could not undertake to deal with the matter this session.
