I beg to ask the Secretary of State for the Home Department whether he will state why a foreign convict named William Barmash, who was sentenced to ten years' penal servitude in December, 1902, has been released; and whether he is to be allowed to remain in this country.

* MR. GLADSTONE

This man's sentence was reduced by my predecessor from ten years to five years on the strong recommendation of the judge. On a review of all the circumstances of the case I have thought it right to extend further lenience by releasing Barmash on licence six months earlier than would otherwise have been the case. It is not, in my opinion, expedient to state the grounds for the action of my predecessor and myself.
