Order for Second Reading read.

Motion made, and Question proposed, "That the Bill be now read a second time."

SIR EDWARD CARSON

asked if somebody would explain what the Bill was about.

THE POSTMASTER-GENERAL (Mr.SYDNEY BUXTON,) Tower Hamlets, Poplar

said it was simply to extend existing regulations to places to which they did not now apply. He had not got a copy of the Bill with him.

MR. CLAUDE HAY

asked if he understood that though the right hon. Gentleman had not got a copy of the Bill with him he proposed to ask the House to read it a second time. He was bound to say that amongst many others he had not had an opportunity of studying the Bill. He begged to moved the adjournment of the debate.

Motion made, and Question proposed, "That the debate be now adjourned." (Mr. Claude Hay.)

MR. SYDNEY BUXTON

hoped the hon. Member would not persist in his Motion.

MR. CLAUDE HAY

said he did not know what the Bill was for.

MR. SYDNEY BUXTON

said that that was not his fault; the Bill had been circulated for some time.

And, it being half-past Seven of the clock, the Motion for the Adjournment of the Debate lapsed without Question put.

And the debate on the Second Reading stood adjourned till this Evening's Sitting.
