To ask the Chief Secretary to the Lord-Lieutenant of Ireland, as representing the Irish Prisons Board, whether he is aware that a vacancy exists in Mountjoy Prison for the position of governor; and whether he will see that effect is given to the principle of promotion in any appointment that may be made, and that, should there be a competent person in the service, a stranger will not be brought in over his head.

(Answered by Mr. Bryce.) I am informed that there is no vacancy in either the governorship or the deputy governorship of Mountjoy Prison. The fact that the deputy governor is on temporary duty at another prison has probably given rise to the misconception. The claims and qualifications of subordinate officers receive careful consideration when appointments to higher posts are being made.
