I beg to ask the Secretary of State for Foreign Affairs whether he is in communication with the Russian Government in respect of the arbitrary arrest, imprisonment, and subsequent expulsion from the country of Mr. Charles Webb, a British subject, resident in Russia; and if he will now give the Russian Government's explanation of thus treating a British subject.

The matter is receiving the careful attention of His Majesty's Government. They are in communication with Mr. Webb for the purpose of obtaining from him a full statement of the circumstances of his case.
