I beg to ask the Secretary of State for Foreign Affairs whether he can say if the Report of the second commission of inquiry into the conditions of the Congo is now ready; and, if so, whether he proposes to press that a copy of the full Report should be communicated to His Majesty's Government and laid upon the Table of this House.

The Report has not been published, but I understand that the recommendations which it contains are likely to be embodied immediately in enactments which we have reason to believe will be published next month.
