I beg to ask the Postmaster-General whether he is aware that the halfpenny post regulations which apply to receipts do not provide for the same if the receipt contains any other written matter, such as soliciting the favour of further orders; will he say if these regulations are universally observed; and, if not, will he have this restriction removed.

The regulations of the Halfpenny Packet Post (which are given at page 11 of the Post Office Guide) allow formulas of a conventional character in general use in commercial transactions to be written on receipts, provided that they are expressed in not more than five words. A phrase such as that to which the hon. Member refers, if limited as required by the regulations, would be allowed under this rule to be written on a receipt.
