I beg to ask the First Lord of the Treasury whether it is the intention of the Government that the Colonial Conference, to be held next year, will be given a free hand in the consideration of all matters of Imperial interest, fiscal or otherwise.

Yes, it will be open to the Conference to discuss any matter of Imperial interest.

Would the right hon. Gentleman consider fiscal arrangements a matter of Imperial interest

It depends on what is included in the term fiscal arrangements.
