I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland will he request the Estates Commissioners to amend Form E, which they propose to issue to their inspectors, by inserting in it between B and C, a space and query with reference to the tenant's occupation, interest, or amount to which he would be entitled as compensation for disturbance in case of capricious eviction, and to amend their instructions by the addition of a paragraph on this subject; and, if not, to state how it is proposed to protect purchasing tenants from being obliged to buy and pay for what is already by law their own property.

The Estates Commissioners inform me that they do not consider it necessary to amend Form E in the instructions to inspectors by asking any questions as to the tenant's occupation interest, or as to the amount to which he would be entitled as compensation for disturbance in case of capricious eviction. In their opinion, sufficient materials to enable them to form an opinion as to the price of the landlord's interest will be furnished by the answers to questions B, C and D, and by compliance with the directions given in paragraph 37 of the instructions.
