I beg to ask the President of the Board of Trade whether, in view of the fact that Mr. George Martineau is now retiring from his position on the Sugar Com- mission, under the Sugar Bounties Convention, he will say whether the vacancy will be filled up immediately; and, if so, will care be taken that the appointment made will be that of a person having no connection with sugar refining or planting, so that the interests of the British consumer may be adequately represented.

There is no intention to make a permanent appointment of an assistant delegate to the Sugar Commission in place of Mr. Martineau. In any arrangements that may be made from time to time having regard to the nature of the business to be transacted by the Commission the interests of the British trader and consumer will be fully borne in mind.
