I beg to ask the Secretary of State for Foreign Affairs whether his attention has been called to an attack by the Minister for Belgium at Washington made against Englishmen who are criticising the administration of the Congo, on the ground that they are animated either by commercial or political greed; and to a statement of the Belgian consul at Chicago that the great rubber companies are behind this movement; and whether, in view of the character of the movement for Congo reform in England, he can take any steps to dissipate the impression which such statements may have created in the United States.

I have not seen the statements to which my hon. friend refers, but if they have been made as he states, they are quite untrue.
