I beg to ask the Secretary of State for the Home Department if he will state what are the arrangements which he proposes to make by way of strengthening the staff of his Department which is charged with the duty of examining into and reporting upon the petitions of convicted persons.

As I indicated in my statement on the Vote on Account, I have made certain proposals to my right hon. friend the Chancellor of the Exchequer. He has not yet had time to go fully into the matter, so I cannot make any definite statement at present. The steps to be taken will in any case depend to some extent on the question of the establishment of a Court of Criminal Appeal.
