I beg to ask the Under-Secretary of State for the Colonies whether it is the intention of the Government to discontinue Chinese labour at the expiration of the present contract, unless the Transvaal under responsible government shall agree to admit Chinese as citizens.

The policy of His Majesty's Government has already been very fully explained to the satisfaction of Parliament. His Majesty's Government are not concerned to procure for the Chinese the privileges of citizenship, but to maintain much more elementary rights.
